e-Procurement is an end to end Procurement solution that provides facility for the entire tendering process i.e. creation and publication of tender notice, tender enquiry, Bid submission, Bid evaluation, award of contract, quality assurance, payment using electronic methods at every stage of the procurement process.

e-procurement (electronic procurement, sometimes also known as supplier exchange) is the business-to-business or business-to-consumer or Business to government purchase and sale of supplies, work or services through the internet as well as the other information and networking systems such as electronic data interchange or enterprise resource planning.
A system utilizing Internet technology to streamline the purchases of goods and products to reduce costs.

9.WORK AWARDED
The work of implementation of e-Procurement has been awarded to M/s mJunction Services Ltd. (A joint venture of SAIL and TATA) vide Contract No. NH/Conts.(E&M)-III/E-Proc/CO-72/810/C-767/08 dated 24.12.08 for a period of three years.
Ten tenders were taken up as pilot.

10.PRE-REQUISITES
Procurement of Class III digital certificates from any of the Certifying Authority (CA)
Identification of tenders for taking-up through e-Procurement
Identification of users who shall be operating e-Procurement solution for these tenders.
Registration of vendors for participation in e-Tendering and training to them on bidding through NHPC’s e-Tendering portal.
Internet connectivity.
Procurement of Class III digital certificates from any of the Certifying Authority (CA)
Identification of tenders for taking-up through e-Procurement
Identification of users who shall be operating e-Procurement solution for these tenders.
Registration of vendors for participation in e-Tendering and training to them on bidding through NHPC’s e-Tendering portal.

11. DIGITAL SIGNATURES
A digital signature or digital signature scheme is a mathematical scheme for demonstrating the authenticity of a digital message or document.
It is an electronic signature that can be used to authenticate the identity of the sender of a message or the signer of a document, and possibly to ensure that the original content of the message or document that has been sent is unchanged.
Digital signatures are easily transportable, cannot be imitated by someone else, and can be automatically time-stamped. The ability to ensure that the original signed message arrived means that the sender cannot easily repudiate it later
A valid digital signature gives a recipient reason to believe that the message was created by a known sender, and that it was not altered in transit.

18.e-Procurement solution follows the guide lines issued by CVC (Central Vigilance Commission) for publishing and communication of tender information to vendors. The secured e- tendering solution is also in compliance with IT Act 2000 guide line which legalizes the use of digital signature and commercial exchange of documents over the internet.
The Chairman and Managing Director, in the review meeting held on 16/02/2010 has emphasized upon immediate adoption of the e-Procurement by all concerned.
